Navigating the Philippines’ Record-Low 1.7 Fertility Rate

The demographic landscape of the Philippines is undergoing a historic transformation. According to the 2025 National Demographic and Health Survey (NDHS) by the Philippine Statistics Authority (PSA), the country’s total fertility rate has dropped to a record low of 1.7 children per woman.

For the first time, the Philippines has dipped significantly below the "replacement level" of 2.1—the rate required for a population to remain stable. This shift, which sees a steep decline from 4.1 children per woman in 1993, highlights a growing preference for smaller, more planned families across all socio-economic groups.

The survey reveals that 57.3% of married women now prefer not to have any more children. This trend suggests that modern Filipino couples are prioritizing:
